Ombudsman: All Indonesia Service Needs Legal Framework

The need for a legal framework for the All Indonesia system has become evident since its implementation. All Indonesia is an integrated system for managing the entry and exit of passengers through the country’s international air, sea, and land borders. The system began operating in October 2025, and legal formalization is now required in the form of a government regulation or law.

Ombudsman Chairman Mokhammad Najih emphasized the importance of creating a legal framework to improve coordination among various government institutions. According to him, the lack of such legal frameworks leads to fragmented and inefficient work, especially when it involves the interaction of the ministries of finance, health, and immigration services.

During his visit to Soekarno-Hatta Airport on January 20, 2026, Najih led an analysis of the All Indonesia implementation. The Ombudsman identified areas for improvement, particularly regarding regulation and coordination among different agencies. The online application, which all arriving passengers are required to fill out, is already being actively used: more than 98% of passengers follow this procedure.

Notably, more than 70% of passengers fill out the necessary documents before arriving in Indonesia, while the rest do so at Soekarno-Hatta Airport. However, some still require additional support in the technical part of the process.

A key area for improvement is the development of a unified legal mechanism that would oblige all involved organizations to work cohesively. This would facilitate both oversight and address issues such as complaint handling. Najih believes that clear rules will also help strengthen administrative control over people’s movement across the country’s border.
